Lucy was raised in foster care as her father Johnny Capone had to hide her due to a blood debt.  If he didn't change her name and surname the Marchetti Mafia family would find her and kill her. To repay a blood debt for killing the Marchetti's  youngest son.  Although Johnny Lucy's father didn't physically pull the trigger it was still one of his men that did which made it his problem and his debt.

Over the past 20 years the Marchetti Mafia family was actively searching for her with no luck of finding her. The other Mafia families knows about this blood debt but felt so many years has past it's no use to go after the child now.
